FAQ

Who do I contact?

Your housing corporation is managed by a group of housing management professionals. Each housing corporation has its own workers. You can find the contact information for people who manage your housing corporation on your building’s notice board or your housing corporation’s web page.

Housing manager manages the finances, administration, meetings and renovation of the housing corporation.

Property secretary supervises the maintenance charge and handles debt collection, water rates and the share register.

Accountant manages the loans and accounting of the housing corporation.

Technical housing manager
e.g. supervises the renovation work done by the apartment owner.

Service company handles small faults and fixes around the apartment and housing corporation. The service company also mantains the register of occupants and changes your name on the door and name board in the stairwell. So remember to notify the service company when you move in.

Parking Space

How can I reserve a parking space?

You can reserve a parking space by visiting our web page here. You’ll be notified when a parking space has been reserved for you. A rental contract is signed when renting a parking space. Remember to cancel your parking space when you move out of your housing corporation.

Notice that not all housing corporations have their own parking spaces.

I have reserved a parking space. Where can I get the key for the heating post’s electrical outlet?

You can get the key from our office at Pamis. Our contact information and opening ours can be found here. Please take your identity card with you when picking up the key.

How can I cancel my parking space?

You can cancel your parking space by visiting our web page here. Remember the period of cancellation (see your rental contract). If you are a tenant and move out of the apartment, remember to cancel your parking space. If you own the apartment and sell it, your parking space will be canceled automatically.

I have a reserved parking space from my housing corporation and I just sold my apartment. Can the buyer have my parking space?

The rental contract of your parking space is personal. You can’t give your parking space to the new owner. Your parking space will be given to the next person in the parking space queue. The apartment’s buyer can contact Pamis for any other free parking spaces in the housing corporation.

Keys

I have lost my keys. What do I do?

The owner of the apartment can order extra keys or rekey the locks at his/her own expense by contacting the housing corporation’s property secretary. If you are a tenant you must contact your landlord for extra keys or rekeying. If you lost your apartment’s address with your keys, rekeying can be necessary for the safety of the apartment and housing corporation.

I need extra keys for my apartment. Where can I order them?

The owner of the apartment can order extra keys by contacting the property secretary or visiting our web page here. If you are a tenant, you must contact your landlord. You’ll be notified when the keys are ready. The keys are paid to the locksmith when you pick them up.

I have reserved a parking space. Where can I get the key for the heating post’s electrical outlet?

Disturbances

My neighbour is causing a disturbance. What can I do?

Your housing corporation has rules and regulations for living, health and safety. You can find them at the notice board or from your apartment folder.

If someone repeatedly breaks these rules and regulations and disturbs the living condition of your housing corporation, you can notify the house managing agency. First you can kindly discuss the situation with the disturber. If this does not help, you can make a disturbance notice in writing or visiting our web page here. The name of the notifier is confidential and is not revealed to the disturber. In difficult situations you can call the police.

After the notice has been sent, the house managing agency assesses the situation and if needed, sends a written note or a warning to the disturber. If the disturbance continues, send a new disturbance notice to the housing manager.

Internet

I just moved in. How can I get the internet to work?

Check your housing corporations notice board or web page, if your housing corporation has its own internet broadband. If so, you can contact the internet provider for more information on how to get your internet working. In other situations, you must make your own contract with an internet provider of your choice.

House manager’s certificate

Where can I order a house manager’s certificate? How much is it and how long does it take?

The owner of the apartment can order a house manager’s certificate by contacting our customer service (contact information here) or on our web page here (with pricing information). Delivery time is three working days. For an extra fee you can pick up the certificate on the same day or get it mailed to you on the next day.

Payments

I accidentally paid my maintenance charge twice. What do I do?

Your additional maintenance charge can be used to pay the next month’s fee (you don’t have to pay the next month’s charge). If you want the money back to your account, contact your housing corporation’s property manager.

How can I use an e-invoice or direct payment?

You can order an e-invoice from your bank or web bank. Direct payment can be ordered from your bank.

When can I pay back my share of the loan? Do I have to pay any additional fees?

We can calculate your share of the loan every month for a fee (according to our price list), except for May and November which are free of charge. The bank may have an additional fee when you pay the loan and your housing corporation may have a ruling about how the loan can be paid. If you want to pay off your share of the loan for your apartment, please inform your housing corporation’s accountant in advance. More information about payment schedules and fees you’ll get from your accountant.

Are the loan shares treated as income or as a reserve?

Every housing corporation has its own rulings about income and reserves and the decisions are made in the shareholder’s meeting. Made decisions are shared in an announcement after the meeting. You can also find the meeting’s record on your housing corporation’s web page. Moving

I’ve just moved in. What should I do first?

Notify your service company that you’ve moved in. The service company’s contact information can be found on your building’s notice board. The service company then changes the name on your door and on the name board in the stairwell.

If you own the apartment, remember to send the appropriate documents to your house manager’s agency so the share register can be revised. More information here. The owner of the apartment must also inform the property secretary of the number of people living in the apartment, if the water rate is per person.

Who changes my name on the door and on the name board in the stairwell?

Your service company changes the names after you notify them about you moving in.

My address has changed. Who should I notify?

The owner of the apartment must notify Pamis here or the housing corporation’s property secretary.

Where can I get an electricity contract?

The resident must make a contract with an electricity company of his/her choice. Tampereen Sähkölaitos is an electricity transmission company in Tampere.

The number of people living in the apartment has changed. Who do I notify to change the water rate?

You must notify your housing corporation’s property secretary in advance, if your corporation has a water rate per person. If more people are moving in, they must also inform the service company.

I’m moving out. What should I do?

Make a notice of removal to your service company. If you have a reserved parking space or a sauna time, you must cancel them also. In general, the sauna time is canceled with the service company and the parking space with the house managing agency. You can cancel your parking space on the Pamis web page here.

Name change

My name has changed. Who do I notify?

If you are the owner of the apartment you can make a notification on the Pamis web page here or contact your property secretary. A copy of your identity card or of an extract from the population register is needed for the name change. Also notify your service company so they can change your name on the door and in the register of occupants.

Your service company changes the name after you notify them about the change.

Apartment’s owner change

I just bought an apartment. What documents do I need to deliver to the house managing agency?

We need a copy of the 1) deed of purchase 2) share certificate with the transfer information and 3) transfer tax notice. The transfer tax notice must be signed by the property agent or have a stamp from the Tax Administration. If you have notified the Tax Administration online, you can print out the acknowledgement and deliver it to the house managing agency. All the documents are delivered to your property secretary who can also give you more information.

I inherited/received an apartment by testament. What documents do I need to deliver to the house managing agency?

We need a copy of the share certificate, estate inventory deed and the testament (if available) including an extract from the personal register or population register from the local register office as well as the testament’s proof of validity. All the documents are delivered to your property secretary who can also give you more information.

I received an apartment as a gift. What documents do I need to deliver to the house managing agency?

We need a copy of the deed of gift and the share certificate with the transfer information. All the documents are delivered to your property secretary who can also give you more information.

Renovating

What renovation work do I have to notify to the house managing agency?

All renovation work done in the apartment must be notified to the house managing agency, except for painting or wallpapering dry areas. If you are not sure if you have to make a notice, you can do so nevertheless.

How do I make a renovation notice?

You can send a renovation notice from the Pamis web page here. You can also order the form and instructions from our customer service.

Has my renovation notice come through?

After you fill out the form you get a message: ”Thank you! Your notice has been sent”. If you don’t get that message, try filling out the form again.

What is the processing time of my renovation notice?

Our agency takes 1–2 weeks to process your notice.

Has my housing corporation been checked for asbestos?

Your housing corporation has been checked for asbestos during a building renovation (e.g. plumbing renovation). If there’s not been any renovations that include the whole building, there’s a chance that no asbestos check has been made. When you’re planning on removing coating materials or structures in your apartment, remember that an asbestos check done in the housing corporation may not be enough to locate harmful chemicals. This is because your apartment may have been renovated many times before and information from other areas in the housing corporation may not accurately portray your apartment’s condition.

Do I have to employ a professional or can I renovate the apartment myself?

All plumbing and electrical work must be done by a professional with appropriate licenses and permits. These include e.g. removing water fixtures or installing a dishwasher. Wet room work must be done by a worker with a certificate of training from the Technical Research Centre of Finland (VTT) or from the material deliverer used.

What parts of my renovation must be inspected?

When your renovation notice has been approved, you’ll be informed of the needed inspections. In dry room renovations there’s a final inspection in the kitchen, if there’s any HPAC work done. In wet room work there’s generally four inspections.

Can I demolish a partition wall (is it a non-bearing wall?)

A partition wall can be demolished, if it’s a non-bearing wall and the housing corporation accepts it.

The technical department of Pamis doesn’t give information if the wall is non-bearing. You must contact Tampere Building Control (Tampereen Rakennusvalvonta) or use an engineering office of your choice. The statement given must be delivered to the housing corporation. After that the corporation decides if the wall can be demolished or not.

Sauna

Where can I reserve a sauna time?

Generally, the sauna time is reserved from your service company.

How can I cancel a sauna time?

Generally, the sauna time list is managed by your service company. Contact them to cancel your sauna time.

Water rate

My housing corporation has a water meter in each apartment. How often are the meters read?

Some housing corporations read the water meters yearly, some 2–3 times a year. You can check the period from your property secretary. You can find your property secretary’s contact information on the notice board or the housing corporation’s web page.

The number of people living in the apartment has changed. Who do I notify to change the water rate?

If the number of people living in your apartment changes, you must notify your housing corporation’s property secretary via phone or email. You can also fill out a form on our web page here. You can find your property secretary’s contact information on the notice board or the housing corporation’s web page.

Faults and fixes

What is my service company?

You can find your service company’s contact information on the notice board or your housing corporation’s web page.

What parts of the apartment are on the responsibility of the owner?

In general, the housing corporation is responsible for the building, structural elements and insulations and basic living systems (heating, electricity, internet, gas, water, plumbing, ventilation etc.). The apartment owner is responsible for the inside parts of the apartment. Notice that your housing corporation may have different ways of sharing responsibility.

The elevator is not working. What should I do?

Contact your service company. If you are stuck in the elevator, contact the elevator company (number found in the elevator).

My water tap is leaking. Who do I contact?

Contact your service company immediately, even off-hours. Water taps and toilet seats are the housing corporation’s responsibility.

My drain/floor drain is stuck. What should I do?

Try to open up the drain yourself by cleaning the drain trap and floor drain. The floor drain blocks up over time due to e.g. hair. If cleaning the drains doesn’t help, contact your service company.

There’s no sanding on our housing corporation’s yard. Who should I contact?

Contact your service company. Your service company’s contact information can be found on the notice board. If the problem persists, notify your housing manager.

Who is responsible for my apartment’s fire alarms?

The owner of the apartment or the tenant is responsible that there’s a fire alarm for every 60 square meter.

Renting the apartment

I’m renting my apartment. What should I take into consideration?

If you are moving out of your apartment, notify your property secretary or fill out the address change form on the Pamis web page here. Also notify your service company. You don’t have to notify your tenants’ names to the house managing agency. When your tenants move in the apartment they must notify the service company to have their names changed to the door and to update the register of occupants.

Tell your property secretary the number of residents living in your apartment, so that a correct water rate can be applied. The water rate is paid by the apartment owner. If you want the water rates read when your tenant changes, you must pay a fee.
